To make the vinaigrette, whisk together the honey, mustard, balsamic vinegar and olive oil in a bowl.

Heat the olive oil over medium-high heat in a large skillet.

When the oil is hot, put the brussels sprouts cut side down in the skillet. Cook until brown and caramelized, about 5-7 minutes.

Turn over the brussels sprouts and toss them around. Continue cooking for 5-7 minutes.

Stir in the minced garlic, red pepper flakes, salt and pepper in the last 30 seconds to 1 minute of sautéing.

Remove the skillet from the heat. Drizzle in the honey balsamic vinaigrette. Sprinkle with parsley and Parmesan.
